28,639 faculty and staff posts filled since 2022 – Central universities, IITs, IIMs, IIITs and NITs reported filling this number in “mission mode” as of February 2 2025, according to the Union Ministry of Education [1].

SC, ST and OBC representation totals 38% of hires – Of the posts, 12% (3,485) went to Scheduled Castes, 5% (1,471) to Scheduled Tribes and 21% (6,013) to Other Backward Classes, matching the ministry’s disclosed data [1].

Reservation policy sets higher minimum quotas – The government mandates 15% of posts for SCs, 7.5% for STs and 27% for OBCs, a benchmark the current hires fall short of [1].

Data released after MP Manoj Kumar’s query – Minister of State for Education Sukanta Majumdar answered a question from Congress MP Manoj Kumar on employee numbers and vacancy timelines, presenting the recruitment figures [1].

Ministry’s role limited to prompting institutes – Majumdar said vacancy filling is continuous, the ministry does not recruit directly, and it merely writes to institutes urging “mission mode” recruitment [1].

Overall recruitment reaches 29,979 posts, AIIMS data included – Since September 2022, 29,979 positions across all central institutes have been filled, including about 17,494 faculty roles; AIIMS New Delhi reports 781 faculty, with 15.1% SC, 5.1% ST and 21.5% OBC representation [1].

  • Sukanta Majumdar, Minister of State for Education – Stated that “the filling of vacancies is a continuous process” and that the ministry’s involvement is limited to writing to institutes to recruit in mission mode.
  • Manoj Kumar, Congress MP from Sasaram, Bihar – Asked the ministry for “existing numbers and percentage of employees” and timelines for filling vacancies across central universities, IITs, IIMs, NITs and AIIMS.
